Man charged in 2021 murder of North Shuswap resident back in police custody

A man found in breach of conditions connected to the 2021 murder of a Scotch Creek resident is in police custody.

On Saturday, Aug. 5, Chase RCMP were conducting patrols on Adams Lake to ensure compliance with an evacuation order issued in response to the Lower Adams Lake (later renamed Bush Creek East) wildfire, and to provide security for the neighbourhood that had been evacuated. While on patrol, officers spotted and intercepted a suspicious boat near the ferry route, said Chase RCMP Barry Kennedy in a Sept. 27 media release.

Police found two people on the boat. One of them was Paul Vincent Binder who, in March 2023, was released from custody on $10,000 bail as well as conditions “not to be in the Lower Adams Lake area, not to be away from his residence without written permission from his bail supervisor and not to be away from his residence without being in the presence of his surety provider.”

Kennedy explained these conditions were in relation to the murder of Scotch Creek resident John Vance. Binder would later be charged with second degree murder of the 32-year-old Vance.

In the early morning of June 25, 2021, Chase RCMP responded to the report of a shooting in the 4100-block of Squilax-Anglemont Road in Scotch Creek. When officers responded, they found a man had been shot. He subsequently died of his wounds.

“Binder was not compliant with any of these conditions,” said Kennedy, adding Binder was subsequently arrested and remains in custody. His next court date is Oct. 2, 2023.
